A dashboard can be visually correct and still be unfit for executive use. The most consequential defects often exist upstream: the wrong source, an unclear population, inconsistent grain, unstable joins, hidden transformation logic, ambiguous relationships, or measures that compensate for unresolved model design.
The controlled implementation order
ORDINIS uses a source-to-decision sequence:

- Power Query and controlled staging.
- Semantic model structure.
- Relationships and filter behavior.
- Thin, reusable DAX measures.
- QA, reconciliation, security, and release evidence.
- Executive experience, narrative, caveats, and action.
Why the order protects the decision
When teams begin with the visual, they often push business logic into report pages, calculated columns, disconnected measures, or manual adjustments. That may produce a short-term answer, but it weakens reuse, testing, lineage, and change control.
Source truth and semantic architecture create the stable layer on which reports, executive briefs, automation, and AI-assisted analysis can operate.
The release question
Release readiness should be based on evidence across the complete chain: package and source inventory, transformations, semantic model, relationships, measures, metadata, security, report bindings, reconciliation, caveats, and open risks.
The objective is not technical perfection. It is a bounded and defensible decision about whether the asset is ready, conditionally ready, requires remediation, or should not be used for the intended executive purpose.
